What Causes Red Spots Below Knee?

My daughter just noticed bright red dots all over her legs below the knee. They do not itch or hurt at all. They almost look like the red dots one can get on their forehead after they throw up....strange but they just appeared today. She hasnt shaved or used any new products to cause a reaction. Wondering what it might be.
