What Causes Red Spots In Legs,arms And Fingers?

I have tiny pin like spots on my right leg in patches and a patch on top of right food.the one on my foot was result of me scratching n it turned to this red patch n then blistery.the spots appear randomly on my legs,arms fingers.a few looked like ringring.a red spot with circle
