What Causes Red Spots On Face During Winter Season?

Hi, My names is Sam and i'm in australia. when winter approaches (may to end of august) I got red dots on my cheeks and when winter is over it eventually get faded and disappear. there are not itchy and It started last year and this year but I never had it before. I do need to know what is the cause of this and how to get rid of this. If using moisturizer or something.
