What Causes Red Spots On Neck And Chest?

I have been taking amphetamine/dex 20mg Adderall for about four months and I have noticed that I get red dots on neck and chest when I get hot and start to sweat i start itching before they pop up and stop itching when they do pop up. can anyone tell me why this happens?
