What Causes Red Spots On The Face?

Flat red spots, only about 4-5 of them, on the face (just in front of the ear). Has a cold/cough which has had for a few weeks but the dots only came this morning. They were there about 2 hours before disappearing completely. Having difficulty breathing, not really bad but finding it more difficult than usual. Almost 1 year old. Born at 28weeks, prem triplet.
