What Causes Red Spots On The Head?

My 12 yr. old decided to shave his head with some of his friends for summer. Now, I notice that he has several red spots on his scalp that look like moles. Is this normal? Do I need to bring him to a dermatologist? He did have a mild concussion earlier this year, from baseball. Several of the red dots are in that area.
