What Causes Red Spots With Redness All Over The Face?

35 woman, 5'5" 190. No major medical problems other than rosacea (due to stress and cold weather). I am not fully convinced it is rosacea but take medicine (metrocream) for it. I would get dry spots and general redness all over my face in winter when very cold. I also get non pimples with this around my jaw line and behind my ears especially. I say non pimples because they are not pimples, just raised red bumps that do not go away for weeks. Cream has helped with the red blotches/dry spots and some of the red non pimples. However when I get these 'pimples'on my nose, they do not go away. Doc said 'rosacea' although she has not seen anyone with it behind the ears. I do notice a difference with cream (1year have been using) but not all go away. Jaw line and nose too. I can say that I can feel them 'pop' out when really really stressed out. Then have them for 2/3/4 weeks. . . Does this really sound like rosacea and should I go back to dermatologist or could it be something else. I do not and never had the 'butterfly' rash.
