What Causes Reddish Spot On Penis Head Not Responding To Steroids?

My husband has a dime sized shiny red spot on the tip of his penis - it has been there for about 4 months now. We are traveling outside of the country and won t be able to get to our Dermo till April. It does not itch or otherwise seem to bother him but won t respond to usual topical cortisones or steroids. Any idea what it could be?
