What Causes Redness Along With Irritation On The Head Of Penis?

My husband has a blood red irritation on the head of his penis. He is sexually inactive because of recent heart surgery. He has been on all the new medicines for over a month but was recently placed on Levaquin for a rumbling in his lungs. What could be causing this?
