What Causes Redness And Burning In Glans And Foreskin?

it burns when i urinate and at the very tip of my penis its very red, and also the helmet part of my penis that is also very red so sore you cant touch it it looked like there was a milky substance starting to form on think it was dead skin, but the last few days i have being bathing and pulling my for skin right back and soaking my penis with water and anti bacteria cream with alover milk, sorry for the spelling, what could this be...?
