What Causes Redness And Dryness In The Skin Under The Eyes?

the skin under my daughters eye starting at the tear duck has been getting red and dry looking over the last few days, it has spread from the corner out underneath the eye. her actual eye is clear, its just the area underneath, it looks like eczema but could it be a fungal infection. she has no past history of eczema, has beautiful skin not dry at all elsewhere.
