What Causes Redness And Hotness On One Breast Of Child?

My daughter is 11. Has small breasts. We are on vacation. One breast has become red and hot on the lower/lateral section. Is this a concern? Could it be a mammary infection? Is this normal development? We fly home tomorrow night and can take her to urgent care Sunday or MD Monday.
