What Causes Redness And Itching In Face Along With Swollen Eyes?

My husband has spots, redness, blotcy, itchy breakout all over his face and some parts of his back to the point his eyes have swelled up. he's been told in the past it's psoriasis

but i was wondering if it could be something else? It seems to be worse in the winter.
