What Causes Redness And Itching On Base Of Penis Shaft?

I have red areas at the base and one further up the shaft of my penis. They kind of itch and sting a little when touched or when I swear and shower etc but and the skin around it has gone flaky aswell? I dnt think it's herpes as there are no legions/spots etc can u help?
