What Causes Redness And Swelling In Penis?

My husband had swollen groin glands suddenly last night. It was red and an hour or two his penis was red and swollen. In the morning the rash was about 5 inches in diameter and had moved to his leg upper thigh. As of tonight the rash is now close to the knee. What can this be?
