What Causes Redness,rash And Blisters On Penis?

Hello, my husband has had a very strange redness, rash and sometimes little blisters on his penis. The doctors have prescribed yeast infection creams, cortisone creams and nothing works for him. It is sensitive most days and we do not have intercourse. He has taken every possible STD test and it always comes up negative. Help us.
