What Causes Rigidity In The Foreskin?

hi, when my penis is flacid, i can pull my foreskin back with ease but it doesnt stay behind the head, and when it is erect it causes discomfort when i try and pull it back over the head, and doesnt stay there at all, im becoming closer to getting intimate with my girlfriend, and i dont know what to do, any help/advice?
