What Causes Ring Patch Around The Bottom Of The Leg?

I am experiencing ring patch around the bottom of the leg. It is sore to the touch, but doesn't itch or cause any problems with walking. I have this on both legs. I am 60 yrs old female and overweight around 200lbs. I have never been diagnosed with diabetes, but it runs in my family . What do you this could cause this? Thanks
