What Causes Rough Skin On Face And Pink Skin Under Eyes?

I have had a slightly pink, scaly patch of skin under my eye for a few months now. I have noticed that my whole face is starting to feel scaly or rough textured than normally (the pinkness has not spread tho). I moisturize it everyday with mustela baby lotion and it just hasn t gotten any better. You cannot visibly notice it, only when you touch it.
