What Causes Rough Skin On Hands?

hi, i'm having problems with my hands, and i have no idea what it is. i have tried like 10 hand cream, but none of them seem to work. i even bought body shop's moisturizing hemp hand cream and a pair of cotton gloves, to moisturize my hands, when i sleep. when i touch my hands with my fingertips they feel rough and uncomfortable. i have seen 3 dermatologist's, but they all said me to do the same thing - soak hands for 15 minutes every day in a hot chamomile & soda bath, but that didn't work at all. they also suggested me to use "Essex" hand cream, and I do, I use it all the time, it just doesn't help.
