What Causes Scaly Skin On Scrotum And Yellow Discharge From Penis?

hello doc .... i am a black and i have a scaly skin on my scrotum. i checked and realized i could actually peel these scales,i also realized that i have this yellowish stains in my white briefs which i believe drips from my penis. do you have any idea what is wrong with me?
