What Causes Scaly Skin On The Buttocks?

recently, in the winter months i`ve been getting red scaly, but painless, small areas of skin on my buttocks. i`ve done research and looks like no condition i`ve found but mild psoriasis, though i do not think i have that, as this is the first time it has happened. could this simply be dry skin?
