What Causes Scars And Boils On Skin Covering Testicles?

I'm a 21 year old guy...I frequently masturbate...the skin covering the testicles has developed scars n boils which generally produce pus n very constant itching...its been happening since 2 years...am I suffering from fournier gangrene...??or any other disease..(please specify)
