What Causes Scratch Like Random Break Outs On Legs And Back?

My adult son has red scratch-like streaks that break out at random on his legs and back. He experiences a funny sensation "like a raw feeling" just before break out. Eventually these streaks scab over and go away. This has been going on for years. Sometimes they would itch but not always. No one seems to know what causes it.
