What Causes Scrotum Skin Powdery Substance With Redness?

I have a white powdery substance on my scrotum every now and then. there is no smell; I was carefully and daily; there was redness there but that is dwindling but sometimes this white powder shows up. It comes off in the shower and does not come back all the time.
