What Causes Several Tiny Patches Of Flaky Skin On Breast?

I have several tiny (small mole sized) patches of flaky skin on one of my breasts. Lotion does not make them go away. I am 50 years old, 5 ft. 10 in., 175 lbs. I had an atypical hyperplasia removed from the other breast about 1 1/2 years ago. I had a mammogram 2 months ago and it showed nothing unusual. Is this cause for concern?
