What Causes Severe Centralized Headache With Fever And Elevated BP?

I was inquiring about my mother-in-law. She has had a centralized pain in her head, behind her eye, since this weekend. Nothing she has taken, tylenol and ibuprofin, has helped. She has a low-grade fever and her blood pressure is high. She refuses to go to the doctor...anything I should be concerned with?
