What Causes Severe Cough Along With Shortness Of Breath?

my b56 year old mother who has copd. has been sick with a severe cold for the past week. she has barely started recovering, but today she has been coughing....mainly while laying down..but she has started with rapid breathing....says she has a feeliong in the pit of her stomache commom with a panic attack.. what can help
