What Causes Severe Headache Along With High Fever?

My 6 year old son came home from school yesterday complaining of a severe headache. I checked his temperature and he had a 103 fever. I gave him Tylenol and Ibuprofen. He woke up at 1 am still complaing of a headache, he was on the verge of crying and held his head. I took his temp again and it was 104.1 . I asked him what else hurt and he said his head, throat/neck and back hurt. Could this be meningitis?
