What Causes Severe Itching At The Base Of Penis?

Hi doctor. I have become itchy at the base of my penis. There are no sores but is slightly red and gets worse if itched. I don't have sex often but did about a week or so ago. We did use protection for oral but I did use a condom for sex. What is going on?
