What Causes Severe Itching In Sides Of The Thigh?

I have severe itching in my sides of the thigh. I had been to a dermatologist, he said it could eczema and prescribed desonide topical ointment. It didn't help but became more severe. It looks to be a Jock itch. How can I be sure that its a jock itch.
