What Causes Severe Itching In The Toe Nail?

My toe itches on the side of my toe nail. There is a little bit of dead skin and the itching only goes away if I cut off the dead skin, breaking the new skin or cut of a little of my nail and dead skin to break the new skin. There is no discoloration of the nail. I had this problem for as long as I can remember. please help!
