What Causes Severe Swelling In Eye Along With Headache?

my father is 63 years old has have conjustive hrt failure last year has been on meds ever since has been feeling great he also has been getting shots in his eyes for his deteriating site two weeks ago he wrk up with a swollen eye and a dopped down eye lid along with severe headaches that seem to get worse in the am his blood pressure also is high since then he wen to the doctor last week who told him to go home and eat tylaolol that was normal ,not sure if the doctor was right
