What Causes Shiny Red Spot In The Arm?

Hi, I have a small raised shiny red spot on the top of my left arm, it does not itch, does not bleed but will not go away. I feel it has got bigger but my partner says it's the same size. I have tried to squeeze it and it looks white underneath but i just made it sore. What could this be?
