What Causes Shivering In Hands Of A Person With Heart Disease?

My husband has had 3 heart attacks over the years, is recently blind, diabetic, has had mini strokes and developed seizures. At this time he is demonstrating shaking of arms/hands, can answer questions but has unsteady gait and sleeps most of the day away. I want to take him to ER but he is refusing. What do you suggest?
