What Causes Shooting Pain From Navel To Pelvic Region?

I have a 10 year old daughter complaining of a pain from her belly button to her private area. She says it feels like a tight string and if she stretches it hurts worse. It started last night. Could this be the start of her period? She doesn't know what a cramp feels like as I asked already.
