What Causes Shooting Pains In Urethra?

Hi. I feel like I'm being shocked in my vagina. I get random shooting pains in possibly my urethra. Also, my labia has a rough texture and darker pigment than the rest, but no signs of anything dramatic. I feel paranoid about it and it feels irritated for a minute or two after I use the bathroom. Is this normal? 22, 5'2'', 108 lbs.
