What Causes Shortness Of Breath Along With Difficulty In Breathing?

Having shortness of breath and difficult to breathe. Started with bad allergies. Drainage is clear, occasional cough. I was selected for jury duty and sitting next to person that smokes at every break. Have been using my inhalers, Advair and breathing machine treatments with alburatal sulfate. Any other ideas since not able to see doctor.
