What Causes Shortness Of Breath While Walking In An Obese?

I get short of breath when I'm walking, I also have a chronic cough which an inhaler hasn't helped. I am overweight and have diabetes. Thinking back this has been coming on for quite awhile. When I sit down my breathing returns to normal. What could it be?
