What Causes Shortness Of Breath?

Dear Sir, I am a 44 year old man having shortness of breath since the last 3 months. I have had once a day some unusual heart beat. I feel there is a constant phlegm in the throat. I visited the doctor and he sees nothing wrong with my system. What is your advise to me.
