What Causes Shortness Of Breath,dry Cough And Throat Pain?

Having difficulty breathing through my throat. I have a dry cough and my throat (bottom of neck area) hurts. It also hurt when I drink liquids. What could be the problem? I'm debating whether to go to the ER to get some relief. My sinuses are draining only through my mouth. I go from hot to cold.
