What Causes Skin Colored Bumps On Outer Labia?

hello, I recently noticed that I have extra skin which looks like small bumps or skin sticking up on my outer labia or the MONS as I heard it was called. Now I have noticed I have more skin that grew right on the side of my clitoris. It is about an inch long and neither hurt, itch or smell. They are skin color and have somewhat the same small bumps or peeks on it. The ones on my outer labia are about a millimeter long. I got gardasil at age 16 and I have had paps done about 3 times since then. They have always been normal & i constantly check myself for stds or infections. Well I recently went to my primary doctor and she said everything was fine and it was probably folliculitis, she gave me medicine but this has not gone away. I am very concerned and would like to know if this could be cancerous or a major STD? help, please. Thanks.
