What Causes Skin Darkening And Spots During Winter?

Hi Sir, I would like to know why my skin becomes dark and develop some spots during winter. I live in New Jersey now and earlier I used to live in Missouri Is it due to extreme weather conditions?? I use good moisturizer to keep my skin in good shape. Appreciate it Thanks
