What Causes Skin Flakes In Pubic Area?

I have small, brown skin flake-appearing things in my pubic area. At first, I thought they were lice, but they don't move nor itch, and I have not seen any nits on my pubic hair. It does not hurt, and the flakes come off with a simple pinch. What is this?
