What Causes Skin Irritations At The Base Of The Penis?

i have skin irritations at the base of pubic hairs at the base of my penis. i recently have been having sex with a woman, both protected and unprotected, and sometimes quite rough.i also, have had small red bumps around the shaft of my penis as well very small and none very close together. i have hpv and have had warts in the past, but im now concerned that i may have herpes as well. thoughts?
