What Causes Skin Peeling On Feets?

my daughter has skin peeling on her feet. mostly all of her toes to their bases. the skin is white and involves several layers. now to the point were it is becoming painful and near bleeding? she does not take meds or been on any recently. She does not have itching. She has had this in the past but subtle now its the worst I have seen yet. What could it be
