What Causes Skin Rashes And Fever?

my mom, 51 is getting skin rashes and fever. As she explains to me over the phone she is having fever and extreme fatigue as well. The rashes, (kind of inbuilt blue/black spots everywhere in the body) pain upon touching. Is this lukopenia? What can i suggest her to do? Thanks for your help
