What Causes Skin Tags On The Upper Lip?

My almost 22 year old son is currently travelling around S.America and I noticed on a face-time call that he has two spots on his top lip that he said were skin tags and that they have been there a while but seem to have grown. Is this dangerous to leave until he returns home at the end of May?
