What Causes Small Black Spots On The Waist And Hip?

Hi, I have a small black/purple spot on my waist, in front of my hip bone just above my pelvic region.
the skin on this spot feels loose on the surface but i can feel a firm bulge in the same spot underneath the loose-ish skin, the bulge is about the same size as the purple/black mark maybe a tiny bit bigger...

i was researching Inguinal Hernia's because its in literally the same spot but hernias dont seem to discolor the skin.
i am a little overweight and pants are sometimes tight around that area...

the area is painless to touch but any slight squeezing or poking at it causes intense pain.
