What Causes Small Bumps On Back Of Hands?

I have small bumps all over the back of my hands, not itchy or hurt and they dont pop. It has happened before and nothing bad happened they are just weird and I'd like to know what they are. They started just a few on one hand and then spread to a bunch on both hands. I am 21 years of age.
